The only thing it lacks that would make it a textbook classic RE is the character selection at the start, but everything else is a huge improvement. It has the best cutscenes, the best controls (especially the dodge mechanic, quick 180, ability to walk the stairs yourself), more dangerous enemies, the best intro, the best soundtrack, the most terrifying and memorable boss, the most best weaponry (with addition of gunpowder, enhanced ammo), more memorable characters, more logical plot with more intrigue, horrifying death scenes, gore (RE2 lacks decapitation and the character deaths are censored), better atmosphere and location variety, many alternative scenarios affecting the outcome.

It's also the most difficult compared to its predecessors due to lack of ammo/healing items, faster and more unpredictable enemies (especially the nemesis) which is the quintessence of survival horror.

too much tedious back and forth across the downtown maps. RE1 and RE2 were extremely compact games meaning backtracking was painless. RE3 is a slog even on repeat playthroughs.

It would've been considered the best if there were a Carlos scenario. As is I bet a lot of people played it just once and found it too short.

I used to think the same as a huge fan of RE3 until I finally played RE2 to its completion, which just felt much bigger in scope even if the movement/interactive mechanics are more limited. I still love RE3 and doing the different routes for the various Nemesis scenarios is fun on replays, but I can understand why many considered RE2 the superior game at the time.

I always thought that RE3 was the most fun on repeat playthroughs compared to the others. I would take down Nemesis outside of the police station by kiting him down the street to the archway with the locked door and getting him stuck on the wall, and then getting him stuck on the wall in office near Marvin. I would have the Eagle in 15 minutes and finish the game in ~1h15min. Something about getting the Eagle and running around Raccoon City doming zombies was always so satisfying for me and make it basically infinitely replayable.

You are correct about everything, RE3 is peak tank controls. Yet with all the gameplay tweaks and evolutions, a little bit of the core slow paced horror from RE1 was lost.

RE is at its most effective when enemies are few and dangerous. Spectacle of the hordes doesn't offer much appeal but shooting shit is very fun in 3 and I do replay it annually for sure.

Other than only having one scenario, I don't see anything else that you said as a bad thing. This world needs more neat short experiences that don't overstay their welcome. Imagine if every game was about let's say.. below 10 hours to beat. That would be pretty healthy for the culture of gaming compared to these games being released designed to drain you of your limited time like RDR2 for example.

They never managed to replicate RE1 greatness but tried copying it several times before creating RE4. RE3 is good but I think mercenary mode is its biggest draw

RE3 pre-Carlos sequence is my favorite RE game for sure. The Carlos sequence and after uses environments that are just too small and linear for my taste.

The hardest of the original trilogy is RE1 on arranged mode, the hardest "classic" resi is Outbreak File 2. As for more memorable characters, RE1 definitely takes that just because of all the goofy dialogue and the fact that all the characters actually stuck around in the series.

There's never been a resident evil game with any amount of intrigue. They all either have functionally no story or a story so stupid it's impossible to care about. It's a gameplay series.
