We use photogrammetry now retard. We use more photos as textures now more than ever. We only exclusively used drawn textures in the Amiga and pre i486 era when consumer computers weren't powerful enough to render high resolution high color textures.

did looks absolutely awful. I've always thought this game looked awful. It's also lazy.

Good devs at the very least modified the photos with a pre-determined art direction so that they can all fit together.

It's like using stock sounds, everyone's heard the Doom door sound or the Battlelord cry from Duke Nukem 3D in several movies. Now devs that take stock sounds and modify them to make them more suitable for their games do not have this problem. It's weird Duke Nukem 3D didn't do that considering that they did modify the stock pictures they used for some of their textures, I suppose the difference is for textures they had no choice but to modify the photo to adapt it to their palette, which is why once the 6th gen lifted all restrictions and allowed to used stock photos as-is like Sonic Adventure it started to look like shit.

So in my experience when you are just scrolling through the net and stumble across one of the pictures your brain immediately yells out the game. Being a human you go "naw that ain't from the game, is it?" Then go check and sure enough that image is from some random ass cruise ship website or something idk. For me it was visiting yrop (specifically Spain and Italy) and being a massive fan of RE4 I found some of the exact spots Capcom took for textures. It's definitely an odd feeling seeing them in person

It really isn't. Using photographs for texturing wholesale is discouraged in professional circles and most youtube tutorials don't ever teach it. They use Substance Painter or Marmoset Toolbag to generate textures without using photos. Even photogrammetry is often completely retextured.
There was some tutorial on youtube called "lazy blender tutorials" or something where all the guy did was use fotos for texturing wholesale like old devs did, and people in the comments were calling him a genius for that.
Modern artists just don't consider fotos at all.
