Worth noting is that has the worst camera by a longshot compared to the DC and PSX version. The plastic soldiers look great, and are a standout of this version. Artistically, it all feels pretty consistent. There is basically no voice acting, even during cutscenes.
The Dreamcast version is a port of the N64 version. It has a better frame rate, resolution, camera, textures and models compared to the N64 version. From a gameplay perspective, this makes it superior to the N64 version. The upgraded graphics, however, can sometimes be incohesive, like a fan-made high-res texture mod. The green characters are also a shade of green that I've never seen on IRL plastic soldiers. The plastic shader itself feels less authentic to IRL plastic soldier compared to the N64 version. The voice acted cut-scenes are a really nice upgrade.
The PSX version is completely different to the previous version. It is running on different engine. The maps look and feel totally different and there are drive-able tanks. This is not the only time 3DO chose to totally remake a game instead of just porting it for different console versions. See also: Battletanx 2 for N64 vs PSX. The exclusive prerendered cutscenes are great. They look good, the voice acting is good, and they generally have at least one actually funny gag per cutscene. The real-time in-game cutscenes also have voice acting, and have different dialogue compared to the DC version. Both are about equally good. The PSX version is probably the jankiest. A noteable example: the sniper rifle scope doesn't narrow the camera's FOV, it physically moves the camera forward.
