How were developers like Sega and Namco fine with Tengen publishing their games in the US? There's no way they didn't know Nintendo did not allow unlicensed games to be sold for their system. This seems weird from huge respectable companies like Sega and Namco

Namco owned Atari Games (Tengen) for a few years. Also, they did not get a licensing deal with Nintendo of America until 1993, so they were completely OK with Tengen selling their games.

Namco had no US branch until the '90s but they also had a beef with Nintendo so were willing to work with Atari to screw them over.
