A game based on this would be kind of cool. Imagine an olympian-looking sonic man sprinting through tall green grass, tossing rings on his arms while doing martial arts on badniks. No explanation, no greater context within the franchise, just pure ludo for no reason.

Because they expected way too much with the SVP at that time. What we got (Sonic 3 & Knuckles) was better.
SEGA should have stuck to that format instead of trying to fuck around with 3D and subsequently delaying everything to do with that properly until the Dreamcast.
They also should have done a 2D game on the Saturn, which they could have had they decided not to fuck with Chaotix and put it on the 32X.
Shame that we'll never really get any more early Sonic 3 stuff though, getting that prototype was hard enough due to how locked down development was. At least we got this out of it, if only they used it for Origins. https://www.youtube.com/watch?v=hkcPFsyNP8I
