In first mission of RA2 I cant train engineers to fix a bridge. Is this a bug or I'm missing something?

Has anyone encountered something similar?

I can't remember very well, but don't you need a radar before you can make engineers? See if you haven't made any type of building yet.

Just booted up the Steam version. The Engineers were made available as soon as I made a Barracks. Probably is a bug

Steam version works for me. Just reboot I guess.
