Engineers are weirdly cruel in classic megaman. Most robot masters have genuine issues that never get fixed because they find it amusing, and Bubble man has it the worst since he's canonically a cripple due to being the first humanoid robot built for the ocean, yet never gets this fixed by Wily but at least he wasn't intentionally being built to be a cripple

In Protoman's ending of Megaman Power Battles 2 it's revealed that Protoman has a deflective power source. Dr. Light offers to fix it but Protoman refuses and runs off even with Light begging Protoman to let him fix it, with it heavily implying he will due soon if it's not.

And this defect only exists because Protoman was the first such robot Dr. Light tried to make who ran off before he was completed.
