Bet you never realized this was a port of one of those coomer arcade cabs where you solve block puzzles to see a digitized naked girl (but all home system ports except the FM Towns one had that removed lol)

Yeh it was a budget CNROM release and does seem like Taito Japan developed it themselves so it's odd that it remained Western-only.

Puzznic did get a Famicom release OP might have been fooled because it's on Bootgod's Missing list. Apparently it's not well remembered in Japan except as a joke about "LOL they took out the nudie images from the arcade."

The Japanese publisher was Information Global Service and it's believed Taito did not do the NES/FC port themselves.

nah the game got released in NA and PAL regions a good year before it was out in Japan. i believe that Taito did develop the NES port of Puzznic but weren't interested in a Famicom release (perhaps because it was quite late and they didn't want to bother?) and IGS instead offered to publish the game there.

it does have Taito's hallmark of using budget cartridge hardware which they loved doing for their NES arcade ports
