Mizzurna Falls, I guess. It's a pretty small map and you really don't get to explore it much because you're always trying to make it to the next objective, but it is technically an open world.

The NES version of Elite is honestly pretty good.

I think Ian Bell may have even called it his favorite version of the game, though some of that is probably because of the technical feat of making it work on the NES in the first place.

Why romhack? Pretty much all the games you listed have "open" worlds where areas are closed off until you progress far enough anyways.

There's really no TES-like open worlds with freedom to go anywhere to have your own adventures

These aren’t really what I’d consider “open world”. Havent played Saga Frontier or that Pokemon hack, but every other game here has large portions of its overworld closed off until you get far into the game.
