Nailed it but there's a few worth mentioning:
Dino Crisis 1 is great, haven't touched 2 but have always heard it praised as well
Rule of Rose, Haunting Ground, Siren, and Eternal Darkness are poster children cult classic horror titles
Kuon is actually pretty cool, from soft used to make unique games
Obscure 1 and 2 are a bit rough but charming and the multiplayer system is actually kinda cool
Alone in the dark and sweet home of course are series origins and worth checking out for that, the one on the dreamcast I can't remember the name of is actually somewhat decent
After that it gets a bit more mixed in quality but there's some unique stuff even in some of the worse stuff

Yeah, people will now look back at RE or SH games and go "what's the big deal?" because they have no context. But RE and Sh really pushed 3D gaming in ways not quite done before, and you just have to start playing other games from those eras to get some context. A lot of the 3D games lack polish or were quite crude and the majority of them are kind of forgotten.

Alone in the Dark on PS1 I feel is on par with RE2.
Forbidden Siren series is clunky but hella spooky and thats why the new SH looks uninspired to me.
Clive Barkers Undying is good but has many non horror moments.
White Day a Labyrinth named school (Though the Janitor gets annoying).
Extermination is more like RE4 but is fun.

Bunch of action headpieces.
A reward system that makes it so you are incentivized to hunt dinos.
Hella fun game and I prefer it to DC but definitely more of an action game.

Playing this RN and it's disappointing compared to the first one. Enemy variety sucks, too slow/easy and overall less scary for both aesthetics and gameplay reasons, It seems like they went for the Ico audience with the walking sim shit.

Like you are going to move to a new Island and then you have a turret minigame.
Or you have to cross some jungle and then you get a dinosaur car chase turret section.
Or you have to cross some Silo and then a tank minigame ensues.
Stuff like that.

I think clive barkers jericho deserves to be at least on par with the suffering in terms of raiting, also rule of rose being that low a score is crazy but it was the xplay years and we used to have a wealth of constant great horror game releases we didn't know how good we had it

And then there are games that turn to horror for one level:

I try to think whether it was the dev's goal to make the player feel scared throughout.
But I'm only human. Still on the fence whether to add Bioshock for instance.

To me personally there's not a lot of difference between being horror themed vs being horror. I get that a lot of people into horror only care about getting that rush of adrenaline and it's not like I don't get that myself. Sometimes I really just want a good fright but other times I just want to soak in the kind of atmosphere that only the horror genre is able to provide. The kind you would get from watching old black and white Universal Monster movies or Hammer Horror or playing any Castlevania game.

So for me VTMB qualifies as horror despite not being like SH or RE that's all about trying to scare you constantly throughout. If you remove the horror elements from VTMB it just won't be the same game.

Stuff like Grabbed by the Ghoulies is what I would call kids horror in the same vein as something like The Nightmare Before Christmas or Luigi's Mansion. Very mildly and sporadically spooky but mostly very lighthearted and comedic for the age demographic it's targeting but I know a lot of teens/adults don't consider stuff like that as legitimate horror so I won't argue about it.

Even if I shared your opinion on the horror themed vs outright horror I would still consider Bioshock a horror game. It's a spiritual successor to System Shock and it also took inspiration from Resident Evil and Ken Levine was trashing any horror movies that wasn't Alien, The Shining or The Thing (so basically the few that made it into the IMDb Top 250) in interviews back then essentially claiming he could do it better because he thought what was scariest was the fear of losing everything and not enough movies or games tapped into that according to him. That's why the Big Daddies, the Little Sisters and the Splicers and the lore behind them and the collapse of the city of Rapture are the way they are.

But you only really need to look at the first trailer to know this was intended to be a spooky horror game. Even the launch trailer with its Beyond the Sea music blaring is contrasted by all the violence and the scary Big Daddy and the creepy little girl with glowing red eyes and the Splicer lady crawling on the ceiling. I know the telekinetic powers makes you seem powerful at first but itโ€™s not like you can just use your super powers constantly and the way itโ€™s presented makes it seem more like body horror than X-Men.

Bioshock is an interesting case because it starts out as 100% pure horror but then the mood lightens up a lot. Very different from Halo CE, Half Life 2, Thief, VTMB which have their horror levels somewhere in the middle.
