The entire point of the game branding you as a thief for stealing is that you have the choice to do it. If you're forced to do it to see every bit of content, then the moral impact of the choice has been lost. It's a very simplistic and benign morality system, but it has a psychological impact, and forcing players to play a certain way makes the game less interesting and divergent.
Had they let you start and NG+ and have the photos to save to your profile -- and had offered a unique picture you could only acquire by beating the game WITHOUT stealing -- then this would actually be added SOVL. Unfortunately, the system they chose to implement means "you must play X way to get X outcome", which is insulting to the purpose of the original implementation.
Sure, you can play the game without stealing, but you'll always be missing that one dangling carrot. Regardless of whether or not you're a completionism autist, it stings just a little knowing that you'll never get everything without taking sides in a system that supposedly provides freedom of choice.
