Unfortunately we'll really never know what re1.5 would have been. Its a shame cause a lot of the back drops are really well framed and look great. I'd love to see a truly completed 1.5 (and 3.5), but new RE's direction just makes me wish the franchise had just died.

Yeah, there's some fan mods out there that try to do so. But liberties still have to be taken because the missing pieces aren't all there, and with the lack of a 60-80% complete build likely wont be.

It's nothing terribly complicated for PS1/DC/PS2/Saturn games IIRC. Just use a disk drive (even a cheap USB DVD drive to connect to your PC), use a program like Imgburn portable to read the disk, and then you can legally rip your own console games for whatever.
Still, if the RE1.5 "complete" owners can't be assed to do that, then I don't expect them to. They're probably deliberately withholding the game just for bragging rights, even as the disk itself rots.
