I like using snow tires on asphalt and wet tires on dry surfaces, makes the roads feel less rigid.
I also find that the Mini Cooper shitbox you unlock after completing the championship is somewhat more condusive to customizations than any of the contemporary cars, even if it's been a while since I used it.

I've only played the PS1 games.
