You can manually reflow that with an iron in less than a minute, there's no reason to go holocaust on the entire thing.

Once you cleaned it, optimally you'd want to check if all the traces still make contact, especially the ones around the vias that look corroded. If any of the vias are broken, you just might be able to fix it by filling them with solder. If that doesn't work, you could potentially put thin single strand cables through the vias as bodge wires.
But it's not impossible that your initial assessment was correct and the PCB is too corroded. If that's the case you can use hot air to remove the memory chip and replace it to a donor PCB. If you don't want to use hot air, it's possible to use low-melting point solder like Chip Quick to remove the chip, but that gunk is a pain in the ass to clean off.
Why are you even bothering with this, mind you? Aren't PS2 memory cards, like, 10 bux total?
