I think in general while people can easily point towards X6 as lacking a Q&A phase for playtesting, X5 in many ways has the same problems but not to the same extent. No one should be able to look at Duff McWhalen/Tidal Whale, or the weirdly short clusterfuck of Dark Dizzy/Dark Necrobat, and say, "Yeah, this is good, ship it."

They probably just didn't care.
I mean, its not like you're gonna die more than once to it anyways, and its the literal start of the stage, in a game were lives mean nothing because game overs don't make you lose checkpoints.
