No, it's an early-ish build of the US version, in that this is an intermediary between the final Japanese JSR build and the US JGR version, which had a handful of changes and additions (which were incorporated in De La JSR, the name of the Japanese rerelease).
The E3 prototype released a little while back is earlier and even predates the Japanese build. The oldest known-to-still-exist build is the Tokyo Game Show build, which predates the E3 build by a month.
