Humidity, oxygen, build up on the connector resulting in a short.
Q: Can it be fixed?
Easily, one method is to clean the original connector with a q-tip and alcohol. These traces are thin and can be damaged or worn away easily. Sometimes they are too far gone and need to be replaced.
Q: How do you replace it?
Purchase a replacement flex sheet, verify it is one that will work in your controller. Installation can vary, Hosiden and Mitsumi pads are single sheets, Alps are more commonly two sheets. Some require de-soldering, some are simple opening a latch and installing the new one. If soldering use a lower temperature like 270c to remove the connector so you don't damage the PCB.
Q: Hosiden, Mitsumi, Alps?
PlayStation controllers are manufactured by other companies, in fact almost all controllers ever made are outsourced. Mitsumi is the same company that Nintendo has used since the 80s. They mostly feel the same, pressure fit ALPS pads feel a little different but perform the same. It comes down to preference what you like.
Q: Why doesn't this happen to PS1 controllers?
They use a printed circuit board instead of a flex sheet.
