I think this is an interesting conversation. For me, it's a persona differentiation. Robotnik is much less of a serious evil that has a more clown/cartoon approach to his plans. Where as, Wiley is portrayed as a threat and is the cause of multiple extremely horrific events that change history for humanity as a whole. I know robotnik does similar but I can't take him seriously.

Robotnik is the only master of super robotics in his world and invented everything he uses, he's also fighting a literal broken superhero while Wily is just trying to out robot a robot, he'd succeed much easier anyway

Cortex's whole thing is stupid. Crash is a lot more Looney Tunes than Sonic or Mega Man. Pretty much Cortex just wants to create furries......and also has robots, but mainly wants to create furries, which in no conceivable way would help you do anything evil unless you were planning a sex ring operation. It's just the silly nature of the series

I like how Wily is instrumental to the apocalyptic and then post-apocalyptic settings of the X and Zero spinoff series but he was basically a joke in the original: his schemes were cartoonishly stupid in general and in the first game he didn't even build the Robot Masters, he just hacked Dr. Light's and it's implied that most of his actual creations in the other classic games were basically just imitations of superior work by better scientists.

Sadly as of 2025 it's difficult to laugh at the notion of some pathetic megalomaniac clown eventually becoming a serious threat to the World in general.

It's the sort of "Joker needs the Batman" situation, but Sonic doesn't need Robotnik and just wants the guy to knock it the fuck off.

For Robotnik, it's mostly just about him making the most of his talents and treating everything as his play-thing, he operates out of self-gratification and little else.

Depends on where you're looking.
Skillwise, I'd say they're about equal. Sure Robotnik has space stations, but so does Wily (the GB Mega Man games). I'd say Wily is the craftier of the two, being able to reprogram or scrounge together robots on top of stuff like the Wily Machines.
Then, of course, there's the X series, doubly if you believe that Isoc and Serges were Wily using robot bodies (that said, Wily loses some marks for Zero basically being uncontrollable).

Nothing he has ever made has really worked. He didn't make the Evolvo-Ray, his Cortex Vortex basically lobotomizes anyone he uses it on, and he relies on N. Brio and N. Gin to actually make his weapons and machines. The only thing he really has going for him is that he's willing to get physical a lot more often than Wily or Eggman, but Eggman's done that a few times himself and has done a lot more impressive things.
