P2s have downward unlocked multipliers. If your motherboard is new enough you can drop the FSB speed easily as well.

I can't find anything in the BIOS to do that, my motherboard is a SE440BX and it's running Phoenix BIOS.

It's a Phoenix BIOS, I looked through the manual online and there's nothing.
