Is Cyclops low tier? He's kind of a Marvelized Ryu. He's got a kick attack, uppercut, and the beam instead of a fireball. Also his special is pretty much on par with Ryus.

Basically how good the character is when played at an optimal level. It's largely theoretical, although it is often based on results of high-level competitive matches. In theory a higher tier character will win most of the time against a lower tier character, although of course in the end it comes down to the players.

he's considered a top tier character, great projectile, can spam jumping heavy kick to build meter, one of the best anti air assists in the game and very versatile overall.
He's just not as busted as the other god and top tiers.

Cyclops is better than like 2/3 of the cast. His assists push him up to top tier.

Characters that are just better, or have better matchups are rated highly. It's the same as any other competitive game; MOBAs, Pokemon etc.
