It's one of those very Asian things that they will just project onto other foreign non-asian fighters, just because it's essential to what they consider a martial artist. Stuff like shouting your movies, gravity defying stunts(through qigong) , and throwing blasts of energy. For Guile, it's literally what it says on the tin, but also in a way the very idea is very Japanese. American developers wouldn't do this unless it's some sci-fi stuff with lasers, something superhero-ish with energy blasts probably complete with kirby-dots, or straight up inspired by Japanese games or Chinese xianxia like Mortal Kombat was.
