Licensed games are dogshit but always sell well. Goldeneye was far wore and wouldn't have sold if James Bond wasn't stamped on it. Sales don't mean quality. Goldeneye was great and maybe better than Halo but pretending it sold on it's gameplay and not it's name is disingenuous.
