I don't think this is a fair dismissal of Krauser. I don't dispute that you don't like him but you haven't really thought about why.
After all 'cool but generic' also applies to Shao Khan. Pic related is another character of the same genre; both Warduke and Khan are archetypal 'generic' dark lords. Generic isn't bad so we can ignore it as a problem.
That leaves Krauser just being cool. I want to know what actually makes him lesser to you.

For me, Kahn is more less generic to me because the combination of Eastern influenced armor despite the design looking as you said a sort of archetypical fantasy warlord, he looks both vaguely Eastern and Euro in a way that is uniquely MK and the fusion of familiar aesthetics to create a new one is a good way to define Outworld warriors as this land forever stuck in feudal times of magic and brutality

As for Krauser, I do like him, but he's less unique to me design wise, he's kinda exactly what you'd expect for the concept

It is kinda wacky then to think about how humans can take on these otherworldly beings, since the human world in MK is (mostly) based on modern reality and only some characters have vague powers, but then again fighting games are kinda like that in general. It's the same goofiness you just handwave like how in Japanese fighters, ki is somehow the most powerful thing in the world, wielded by average people who practice martial arts, and somehow this just goes on without affecting the entire world in any major way

Yeah it's funny to think about the actual implications of what's going on in fighting games. Guys like Ryu and Terry just training really hard to be able to shoot energy out, and many of the stages have crowds of onlookers so it's not like these techniques are being hidden from the world. And the worlds of these games are still ostensibly like our world yet you'd think it would inspire all kinds of things that would make them fundamentally different, like you mentioned with the governments, or even just things like religion, or how many more people would be inspired to train hard if they knew they could perform these crazy feats which look way cooler than what irl training can achieve.
