"At least" is an understatement. I have zero literacy in Japanese text that's written in Japanese characters and I could "translate" many Japanese games better than the average fan translator would do, simply by writing a new story from scratch. If I'm allowed to use Google Translate to give me the gist of the original story then I can even honor that reasonably well at the same time, although the story quality might suffer as a result since the original Japanese authors of it will probably not have been very competent.
