Even if you pointed it out at the time, I doubt Hollywood would have cared enough to sue Capcom or Konami for brazenly just using a celeb's likeness. It's pretty standard at the time that they'd just take popular actors or actresses and stick them in a game.
Joanna Dark is just Wynona Ryder. As a bonus, the graphics weren't photo--realistic, so it's easier to sneak these kind of celebs into games.
Someone would only sue something like a Grand Theft Auto or something. That's why modern devs face scan a model as a reference, since that protects them from being sued.
