Why in the fuck does the city hall girl poison you? This is still the only thing about this game that I completely don't understand

There is a girl that gives you the old city map in the hall in either the prologue or chapters 1/2, she's just a regular friendly NPC. She then poisons your food in chapter 5 and that shit is literally never explained. If I'm not mistaken you then see her in chapter 6 looking at movie posters with her friends like nothing happened
