Do you have it set to the wrong channel or something? I had an old old TV that would display things on the wrong channel like that. Usually not as vibrant, just jagged white lines but sometimes there would be color.

Like, it maybe depended on the day and the alignment of the planets or how much time was I willing to spend twiddling the RF connector, but yeah sometimes it was just like this.
