When he climbed up the ranks he was moved to foxhound where upon completing their training regime he was assigned a codename and his name became classified as a government secret. That's all. David was always his birth name. Snake is a evaluation code from foxhound and it's not even the highest you could get(Fox being the top one) You as a player also get assigned a codename. It's part of the end evaluation rank in the game.
