Were the picrel games considered good substitutes for people who wanted the taste of 3D but couldn't afford proper 32-bit consoles just yet?

I got mine exactly for this reason. Upgraded to a PSX a year later.
VR Deluxe and a good VF1 port were great. Though VF 32x was a bit of a missing opportunity imo. VF2 was already in arcades and VF2 Saturn port around the corner. They should've added some of the new VF2 moves to the VF 32x characters and call it VF Deluxe. Having hundreds of moves is one of the main Virtua Fighter features and VF1 seems limited in this regard. But still having a real 3D fighter at home on basically Sega Genesis was cool.

Virtua Fighter 1 was considered a tech demo. Even at the time I thought it was kind of barren and empty. Virtua Fighter really came into its own and became a noticeable force up there with other 3D fighters like MK, Tekken, and Dead or Alive when they released 5. But by that point, fighting games were mostly dead, until Street Fighter IV released a few years later.

Virtua Racing Deluxe has glaring issues though. It's a typical high speed Sega arcade racer with fish lens style camera which enhances the perceived speed ever further but it runs only at 20 fps which often makes it difficilt to react because on screen objects lack smooth movement.
Second, the analog steering of the arcade game was translated to Genesis d-pad very poorly. The steering doesn't follow the usual curve of 32-bit racing games like Sega Rally, Gran Turismo or Need for Speed and the car feels like it drifts and rotates on a single pivot as it goes through a corner.
Last, collision detection is very basic.
