I know this is a shitpost, but even if this game did get a North American release, it would have been the Dreamcast version. Translating it would take at least a year, and by 1999 the Saturn was already completed abandoned in North America.

I think they did release 5 on the PS2. It was always at my local Gamestop new for $20 and no one would buy it. It sat there through the Xbox One generation, and finally disappeared during Covid. People just don't like the games, it had its moment in time with a large marketing push in Japan, but fizzled out without any staying power. I think they even remade it recently with all the modern styling and still no one bought the game. I still attribute the series being the 2nd largest amount Sega spent after Shenmue to be how Sega ultimately ran out of funds and pursued a multi-platform strategy due to the high cost and losses.
