Why is Lara so committed to safety that she refuses to shoot a gun while driving a boat that is getting shot at by people with guns?

I forgot to save during the second mission as I raced past a guy shooting at me while in a speed boat, apparently the Venice canals were MINED which instakilled me and reset the mission.
