It's not just a case of visual design. When you have only 60 colors to use for character sprites, enemy sprites, special effects, and the level, you run out of colors very quickly and it massively limits your design choices in a gameplay aspect too. For instance, this screenshot of FF6 has 130 colors, and this is with just three characters out of four, one enemy type, and no spell effects going on.

Meanwhile Shining Force CD dedicated an entire palette of 15 colors to just the map sprites, this still took up 25% of the mega drive's color limits. Because of the limited amount of colors the sprites skew very heavily towards blue and green. The hud for SFCD also needed a bunch of colors, including one for HP values above 200 which is used by two enemies in the entire game, at this point you have to start asking yourself "How few colors can I get away with for this part of the game?" in an attempt to squeeze it in.

Keep in mind you can't use multiple palettes on a single sprite, if you wanted a specific shade of red from another palette you were shit out of luck.

Visual consistency and strong art direction is still more important than total color count. Total color count is a pretty fucking stupid metric to go by post-NES era because our brains are not autistic calculators that gauge the value of an artwork by dissecting and determining how many unique colors there are in any given frame.

Curse of the Moon has a limited NES-style palette and it's still beautiful. Gato Roboto only has black and white, and it's still beautiful. Buck Bumble has way more colors than these games, but I wouldn't argue that makes it a better game.

Genesis; the closest you're gonna get is Phantasy Star 2 and 4 which only have two enemy types on-screen at any given time and static sprites for the start of battle and battle interactions, characters are hidden from view otherwise.

SNES; you have Final Fantasy 4, 5, and 6, Romancing SaGa (FIVE niggas in a row) 1, 2, and 3, Treasure of the Rudras, Live a Live, and Tales of Phantasia each having at least four player characters and a sizable range of enemies on screen at the same time that does not hide the other sprites unless something really fancy is happening like summons.

Without taking a massive sledgehammer to the character designs, those SNES games would be impossible to accurately port to the genesis.

This, 61 colors out of 512 is just not enough. Late Genesis games do their darnest to work around it with striking color choices to distract from the limitations, but in anything visually subtler than Ristar, the overt grit is immediately apparent to anyone who didn't grow up with the machine.

Yeah, the PC Engine was the more mature serious business alternative to the famicom that had a lot of shooters and PC ports. It was pretty much the Japanese version of the Xbox.
