According to later games, no. SFV states that some of the Mad Gear guys (Roxy, Abigail, Axl) got the beating of their lives, but later went straight.

Some mooks die, some live. Your character doesn't die until the "0" on the continue screen. Bosses just depend on the success of the game and if it has any sequels.

I'm sure blinking out of existence is pretty painful regardless

I used to think the first boss in final fight 3 was the same corrupt cop from final fight 1 with either a different identity or a new nickname.

I thought that because they both are tall, ugly corrupt cops.
Many years later i discovered they are not the same.

Maybe they are long lost bothers or long lost cousins, but not the same dude.

They are still lying on the ground but the whole screen would be a mess of bodies strewn everywhere so the game hides them after a short time.

I get that but I feel like the narrative implies that at least some of the bosses had to be put down and presumably other dudes did too along the way (especially the ones you can push off ledges).

Edi E. from Final Fight was an obvious homage to The Big Boss Man from WWF. The Paprium character looks like the Village People cop.
