Why are the Biohazard Japanese versions easier and more censored than the American versions?
They usually have more time to balance or tweak a game before the international version drops (same reason companies like Square often have bonus shit in the international reason because they had time to add it). As for censoring, not sure.
Mainstream audiences in Japan don't play a lot of action games
The American market is paranoid about video games being too quick to beat and everyone just renting it.
In Japan it's more common to buy the game and sell it again when they're done instead of renting.
Because these games are made by japanese to sell to the foreigners as export products.
Also, the original RE4 on gamecube was easier on both PAL and JP. I just learnt that recently from someone on here
