Your pitcher needs a good control-to-speed ratio to make it work, or else the batter will catch up to it. You can also do the same thing inside to the batter, they'll swing about 9 out of 10 times, but then the pitcher's control needs to be higher than his speed, and you're also risking a hit by pitch.
Also, in season mode, the game only tracks the starting pitcher to determine rest days. So you can start any other pitcher, sub him out in the first inning for the pitcher you want to use, and you'll be able to use him every single game.
