Why was this series so popular when its games are, at best, mediocre? Is it just because of quantity?

It wasn't.

It was a fairly generic 3PS that filled the void of interesting shooters that weren't Goldeneye or Medal of Honor. Star voice talent like Jim Cummings as Sarge probably helped with its appeal.

werent they mostly budget titles? they probably sold reasonably well just from the ip. well i guess its not an "ip" but you know what i mean. army men are very recognizable. look timmy, an army men game! you cant play realistic shooters but we'll get you this game because its $20 and theyre just green men

It wasn't a "popular series". The first few games sold kinda well, so The 3DO Company chose to capitalize on the success and greenlit 20 sequels at the same time.

A tiny fraction of the series is third person shooters. There's even a few games that were TPS on some platforms but not on others.
Army Men is a fascinating mess of ports, sequels and alternate versions of games.

as a boy who grew up playing with green army, it was cool as fuck to play them in vidya even if their games weren't amazing.

Toy story, playing toy soldiers is cool, parents thought they are kid friendly games, the list goes on

It wasn't popular, but the games are still enjoyable even to this day.

They had an RTS army men game I remember liking. I rented it once from Blockbuster and it fell off the face of the Earth.
