Even for smaller devs that might make JP only games, some of those games ended up being supported by a bigger company or the console maker themselves and being huge worldwide hits.
As for what I would do that hasn't been messaged, I woukd change the marketing and image of the products. Genesis gave me the impression that it was cheaper or lower down the totem pole than the SNES . From the cases, to the cartridges, to the ads, etc
