Still is used even to date, i use gens32 to customize the image something modern emus can't even do.
Also is good for sega cd so no issue at all along the filters which work (why modern emu can't do shaders that work).

I want to play Fire Emblem 6 but would like to use a handheld instead of my computer. What's the best option?

Snes9x runs on potatoes and is 99.5% compatible with the entire SNES library, so I'd go with the handheld option.

going back and emulating the saturn, PS1 and N64 you realise just how well Nintendo landed 3D platformers.
they pretty much knocked it out of the park completely, banjo and mario 64 are still 100% great controller wise, then you try to play something like croc and grow to appreciate the former even more.
so little has changed since then but its a testament to just how well they landed that transition to 3D.
the saturn still and always will suck btw.
