3D0's business model was that the 3D0 company designed the hardware and OS then licensed that design to hardware OEMs for a fee. As Trip Hawkins said "it's a standard, like Video or Audio, we've created 3DO".
Only two hardware manufacturers actually built 3DOs - Panasonic and Goldstar iirc - and it's hard to see why either of them bothered to do so since there's little money in hardware.
The money's all in software, and if a company was capable of making both hardware and software, it's hard to see why they'd pay 3DO a fee for their mediocre architecture when they could built their own, better machine instead
