3D controllers are expensive, so that's not a bad deal if everything still works. You can play burnt CD-Rs with a "4-in-1 Cart" or Action Replay flashed with Pseudo Saturn Kai. Or you can use some kind of ODE to skip the drive and load games from MicroSD.
Saroo is a cart based ODE that goes in the top slot ala a flash cart. Running games this way is somewhat difficult, so compatibility without the firmware patching your games is virtually non-existant. With the built-in patching system, compatibility is about 80% of the Saturn library.
Fenrir Duo/Fenrir Lite are more traditional ODEs that completely replace the disk drive. While this sounds difficult, it really isn't, as the Sega Saturn disk drive is not screwed down but instead pressure mounted on 4 posts. There used to be multiple models for different Saturns, but the current model supports both pin layouts. Pretty much the easiest hardware mod you'll ever install. Used to be expensive, is currently cheap due to being cloned. Supposedly a new version will make it obsolete soon.
Some guys on AliExpress sell Fenrir Duo clones that work as long as you don't try to update them. They also sell something called a Fenrir Pro that gives you a physical switch on the CD Drive bypass instead of removing it entirely. It looks pretty cool, but I don't know if anyone from here has actually tried it, and the install can be complicated on some Saturn models.
Fenrir and all its clones have 100% compatibility minus a few niche software programs that require hotswapping disks, all the multidisk GAMES work fine. There are a few other ODEs and Pseudo Saturn carts, like Satiator, Phoebe, Rhea, and MODE, but they're all either too expensive or never on sale for people to recommend them most of the time.
