2 (PS1) was bad because it tried to compete with RE and SH by giving you guns. It forgot what made CT popular in the first place - the hiding.
3 (PS2) was cringe kino, but it was also a return to the original formula, only with free movement now. The biggest thing holding 3 back was the complete lack of difficulty, imo. The main character, stalkers (except the Scissor Twins), and environments were all really well done.
It's really a shame the creator never got to revive the series like he wanted. If Resident Evil and Silent Hill can put out a decades worth of shit games before finally getting good again, it feels unfair that Clock Tower was scrapped so quickly.
