after I get magus on my team and get the upgraded epoch with wings, there's a cutscene where the under water palace rises out of the ocean
But afterwards it's nowhere to be found on the overworld

Talk to magus and then a side quest will start in order to get chrono back..Go to the milenila fair and to Norstein Bekkler, and then I am a tad foggy I haven't played in 10 -15 years.
