guess it depends on the version. in earlier d&d, spells like feeblemind basically turn you into a drooling idiot and you get no actions at all, you just stand there until it wears off. in later d&d, reducing your intelligence to 1 means you lose all the normal things that come with intelligence, like the ability to speak, but you can still identify and follow friends, so you're not incapable.
