So, I got the Prince of Cannock not too long ago and it wasn't really that arduous leveling him up at first, but right around when he hit LV 8 my progress became borderline glacial and it took god knows how long to get him to LV 9, and after an hour or more of grinding he still hasn't gotten to LV 10. The Hero meanwhile leveled up three times in the span it took for me to get the Prince from 8-9.

What's the reason for this?

The Prince of Cannock has a lower level cap than the Prince of Midenhall, but takes the same amount of EXP to get to max level, so he levels more slowly. The Princess has an even lower level cap and will level even more slowly.

Prince of Midenhall takes 2800 EXP to reach level 10
Prince of Cannock takes 4000 EXP to reach level 10
Princess of Moonbrooke takes 12,000 EXP to reach level 10

It's unusual but they did it this way because it was their first game with multiple party members and they wanted each character to start at level 1. The levels aren't supposed to be equivalent, the Prince of Cannock is "supposed" to have better levels than the Prince of Midenhall. It's made this way so that you can use your characters as soon as you get them, instead of later characters starting as weak level 1s who have to be grinded all the way up. For example, Princess of Moonbrooke starts with 28HP like the Prince of Midenhall, even though you meet her much later so your Prince will have much more HP when you recruit her, but it's balanced fine because she's supposed to have less HP as a spellcaster and the enemies you'll face after recruiting her give more EXP than the starting enemies.
All of this is 'in theory", but in practice, the Prince of Cannock tends to be your weakest character, not because he levels slower but just because he wasn't balanced well.

Ah, this makes sense to me now. It's such a bizarre way of doing things, though. I thought it'd be similar to MOTHER 1 where you're forced to grind for hours to get Lloyd and Ana to an adequate enough level so they won't immediately get ass-raped.

The way the game work is that when an enemy attacks you, there's 60% chance he'll attack your first character, 30% chance he'll attack your second character and 10% chance he'll attack your third character.
By default, that order will be Midenhall, Cannock and Moonbrooke since that's the order you get the characters. It's also the intended order stat-wise since Midenhall has the best HP and armor, PoC has the second-best HP and armor, and Moonbrooke has the worst HP and armor.
The problem is that Cannock's HP and armor are only barely better than Moonbrooke, he is still much worse than Midenhall and end up dying often because he can't survive being targeted 30% of the time. Of course Moonbrooke wouldn't survive that either, but Moonbrooke is intended to be in the last slot where she gets targeted the least, while Cannock is "supposed" to be strong enough to takes all those hits. Moonbrooke is a pure spellcaster while Cannock is supposed to be 50% fighter 50% mage, but he often feels more like 25% fighter 75% mage.

This especially rings true, in all the battles that I used him in his attacks were doing jack shit and he was either healing or casting fireball.
