Like in most rpgs I tried housing was mostly ''ornamental'', some were even instanced and separated from the world, basically just a place to larp in and maybe store some weapons, but in terms of gameplay there was really no reason to have a house.

Are there games where housing actually mattered gameplay-wise? Like as a refuge from harsh weather/monsters or the only place where to rest safely or do specific activities in

Yes, there are games that are rpgs that also fit into other genres.

Usually games with large party roaster will have houses or a base. Radiata Stories had a whole town where recruitable party members walk around on a schedule.

In Witcher 3 you get cool new facilities and power-ups if you upgrade your Toussaint vineyard.

Pathfinder Kingmaker, Neverwinter Nights 2, Dragon Age: Origins DLC, Pillars of Eternity I think also let you upgrade Caed Nua but it's been so long I don't remember

You could house a giant, intelligent, cloak crafting spider in your basement in that one right?

Fallout 4 has the most involved housing options.
The Red Rocket gas station was cool for my tinkerer. No, I'm not letting random wastelanders in.

Every game with a house is essentially a tacked on minigame that is really out of place and could easily be axed. There's no real way to make it an integral part of the game without being annoying. The only exceptions are those autistic simulator roleplay servers.

Are you fucking dyslexic? The strongholds in BG2 were a waste of time. All you got was a miniscule amount of gold or if you're lucky a midly useful piece of equipment

That text display makes it look like a city bus. Gigantic debuff to stylishness.

At least Bard had the very entertaining quest chain of setting up and performing a play.
