I don't see how FO3 is not lumped in the same bin.
Fallout 4 is a Fallout game. It's just more of a tech demo then a game. Like "Hey guys we made shooting better!" And then you're left wondering where the rest of the game went. Like where's the horror levels like the sewer in Fallout 3, where's the sim elements of New Vegas, where are the towns (Diamond City is basically the only town), it's a very lonely game.

Atom RPG is pretty similar to Fallout, pretty much a Russian spiritual successor/copy.
There are some really great mods that are basically new games for Fallout 2:
Resurrection (Czech)
Sonora, Dayglow, & Nevada (all by the same Russian guy)
Olympus 2207
FOnline
FOnline: Ashes of Phoenix
There are also DLC-sized mods for New Vegas like New California.
Not to mention London for Fallout 4, which is getting its own "DLC"-style mod updates.
It is pretty bleak though for Fallout itself as an official IP. Far Harbor, New Vegas, its DLCs, The Pitt, Point Lookout, & 3 were all at least decent in my opinion, although in basegame F3 there are only about 4 consequential choices, mainly Oasis & Harold + Tenpenny & the Ghouls. Most importantly, the election in the Republic of Dave. The atmosphere was absolute kino though.
