Are they making bio-androids to use as vessels for their scientists' own minds/consciousnesses, or as a source of slave labor, or are they meant to procreate & replace humanity entirely at some arbitrary point when the scientists decide they're sapient?
Are the FEV experiments meant to enable gene therapy through the virus, create supersoldiers capable of destroying all the enemies the Institute makes for no good reason, or because Taw't Hwart of the Just Works simply wanted more Orks in his Nuclear DnD game?
Why do they even interact with the surface & put a target on their backs, for food, water, raw materials, tech scrounging, test subjects, or new blood to stave off inbreeding?
What is their relationship with the other Vaults of the area (since they supposedly needed a Vault Dweller's untainted genes as a bio-android template), the Triggermen who seem to run the city behind the scenes, or the Gunners who must be getting paid by someone?
Why did they stop utilizing & advancing their cybernetics?
None of these questions are ever answered.
