In the context of the old West, cowboy actually had a negative connotation and didn't really have the meaning it has today. Normal cattlemen found it offensive to be called a cowboy, which usually referred to bandits, rustlers, and other unsavory characters who would commit crimes under the guise of being transient agricultural laborers.

But yes wearing hats can naturally improve your combat performance substantially. in pic related for example if you equip a secondary pair of sunglasses on your hat you will confuse your opponents trying to anticipate your next movement because they won't know which pair of eyes to stare at during the heat of combat. Or say you wear Booner's 1st Recon Beret it will intimidate your opponents shitless they will assume you are actually a legitimate member of 1st Recon of course they'll begin to choke under that pressure thus you're 5% more likely to score critical hits on them. Many hats offer physical protection too, increasing damage threshold and damage resistance, like construction worker hard hats. Would not surprise me if the Enclave even had advanced hats with tech installed in them to increase the INT of the wearer which could obviously come in handy during combat situations you can outwit enemy combatants. Sometimes hats can help provide natural camouflage as well like Veronica's default outfit, making sneak attacks and the like all the easier to land. Cowboy hats certainly make it easier to aim revolvers by keeping the bright sunlight glare out of your eyes
