Potential common sense balance changes to bring Z on par with the other two races:
1. More hive upgrades. Something like hydra armor and lurker range.
2. Addressing the production issue. Something like lair and hive tech give one extra larva per hatchery.

I'm not saying vessels are bad of course, you always prefer to have as many as you can use in the long term, it just no longer feels like they're the anti-muta unit. As micro naturally improves over time, Terrans got better with valkyries and zergs got better against vessels simultaneously.
