Because it literally IS shit.
HoI4 has the worst UI by far, since they just bolt new tabs with each DLC without having fucking space or even basic concept where to put it. Or charging you 15 bucks for a button to filter your planes

I think some of the icons are bad, some of the functionality is bad, some of the coloring choices are baffling. I always installed UI mods for the old UI so I don't entirely get it either. The UI is bad in its own right, comparing it to previous installments makes it look needlessly good.
